Phase B / C — what's next

Phase B adds marketplace + deal detail + NDA flow + portfolio + onboarding. Phase C adds IC voting + AI surfaces (Deal Triage, Grounded Q&A, RIA Mandate Matching) + sponsor flow + admin views.
